I agree with Paul
Forensic photos are very different from an amateur photo. Shading, light source, angle, as well as exposure, film speed, (pixel) as well as potential for re touching make this technically problematic.

I would argue that the school would have to have a very strong argument for
saying that a photograph would make a difference to the outcome of its
safeguarding report. Why would a written report without a photograph not be
taken so seriously? If photographs are needed they are more appropriately
taken by someone with the authority and expertise to collect evidence.
