I have received a query relating to the sharing of student data with local authorities in the region. The students are registered on a course with us and are also in current employment in an early years setting. The information to be shared is: the name of the student and the address of their early years setting (where they work). The local authorities essentially require the information to make/plan forward budget decisions eg payments to settings/backfill where this is possible, supplementary payments to settings to pay to new Early Years Professional Status (for leading practioners in the Early Years sector) and predicting forward as to likely/possible nos, consideration for contributions to fees etc. This may mean funding opportunities for students and is seen as a benefit to our students.
I have already advised the following - there must be some form of active communication where the individual knowingly indicates consent. The individual must know precisely what data sharing they are consenting to & understand its implications for them. They must also have control over whether or not the data sharing takes place - the individual must consent to opt-in (or not).
I would be interested to know how other institutions have managed this, whether they have put such procedures in place & if so I have I covered everything or whether the local authorities forward relevant information to the institution which then makes it available to the students - putting the onus on the student to contact the local authority if interested.
