However the site, in
common with many, concentrates on security risk assessments but does
not cover assessments relating to decisions to process personal data,
the facet which piqued my interest.

It's a requirement in the CfH Toolkit which
includes lots of guidance material. Somewhere in there is a spreadsheet
to use. I use this extensively with clients. It's comprehensive and
allows you to then quantify the risks to information by department with
some analysis. Let me know if you need further help.
