Just a thought - but to get round the legalities of the PATRIOT Act (and whatever other acts exist in the USA) and RIPA/DPA in the UK, where phone signal interception is regulated; maybe to get the information they need, they do not need mobile phones.
You could ask at point of entry if people will pick up an RFID tagged device and carry it with them. They don't need to give any personal details and RFID readers placed in the mall could pick up the movements. You could even offer a small incentive to take part (voucher or some such). Plus if you build the RFID devices right they will be so cheap as to not be a problem if they get thrown away or taken home - mind you this might be a disadvantage as I for one would get the voucher then leave the device somewhere whilst I went shopping!
