I did a secondment stint as FOI/DP man at the Scottish parly back in
2007, part of my duties was to give training to parly staff on DP.
MSP's and their staff were also invited (mainly as most of the daft
questions and key issues usually involved them anyway)...you will be not
surprised to know that over a 6 month period only 1 MSP attended and
about 4 of MSP staff..
To make it compulsary you need to get a 3 line whip, though probably
more like a 3 line tazer...
