Beware though - the student needs to be using the same version of Dragon as on the university computer, as in my experience Dragon never imports successfully from an older/newer version. It might be better just to let the student use their laptop and ensure the exam is well invigilated.

If Dragon is the medium the student normally uses to write, then allowing the use of Dragon in exams is entirely appropriate, in my view.
If there are security concerns about using the student's own computer, the simplest way to get the voice file to another computer with Dragon on it is to save it to a USB drive and then load the voice file into the other Dragon on the secure computer.
