I have a slightly different tack on this. s.29 provides the authority with a means to comply with the lawful aspect of principle 1, it does not compel an authority to share information. This is why whenever we receive a request 'under' s.29 we always get the requesting body to specify under what law they are operating that allows them to make requests for personal information from us. Most of the time it will be obvious i.e. police, UKBA, HMRC etc etc but in cases where the requester couldn't demonstrate that they have some kind of statutory basis for making the request we have knocked them back.
