I would say No. However the us gov may be waiting for a groundswell before publishing as they went too quickly after the capture of saddam ie videos of him getting a medical examination.
I think that the PIT is lower than imagined ie interesting to public but not in public's interest.
Also, setting this precedent is bad as you then have to draw a line. Other images like the leaked photos of nicole (brown) simpson and ronald goldman were not in the public interest. (Leaking and official are different but the point is what the photos add to the public interest.
A more nuanced and difficult question is if someone requests tissue samples or tests used to verify ubl's genetic identity.

The death of Bin Laden has created substantial debate about whether the US should release photos of his body, burial etc.
A BBC story suggests that the photo may have to be disclosed under the US Freedom of Information Act:
