If you believe through all best efforts that the address you have is correct, then there is no problem in sending the letter out.

As the court (ICO) cant quite remember recited in another case - the data subject has a responsibility to ensure their data is accurate and up to date. If you are sure that the information on your systems is the latest you have been given (but the data subject in the meantime has moved address and not told you - unless you have conflicting data via other sources), then if the letter goes out, it goes (plus it is an offence to open other people's mail so hopefully they will either bin or do return to sender). However, if you are not sure (conflicting data from different sources) then it might not be a bad idea to dig deeper to demonstrate proportionate effort has been demonstrated to ensuring the information goes to the correct address so to speak.

I too am having a day when my brain is 'addled'.
The relevant department wants to send out reminder letters to blue badge holders. Blue badges are renewable every three years. I am concerned that if the person no longer lives at the address and has not informed us of that, then the letter will be received by someone else. By reading the letter it makes it known that the person named in it is disabled or has some other permanant disability to be elligible for a badge - or did once. This is sensitive personal health data.
I have googled blue badges and see that other authorities send out reminder letters.
Is there an issue here ?
