Dear Simon/all. I can't find such recommendation. In passage 143 it says: "..the provision of a standard amount of extra time might appear to be fairest solution all round, its appropriateness must be questioned...").
Without supporting the requests of students it is of prime importance to highlight that the mentioned report established the variety of support needs of the 'dyslexia' criteria (form page 105 onwards) and the need to assess the individual needs to determine different types of support .
In my view anything over 50% would require an alternative assessment all together.
