Instead of the power to delete, perhaps the head should say. We will support the victim of any such phone videoing distribution in any legal case they may wish to bring as a breach of their privacy in whatever legal process they wish to bring the charges.

In that way, the perpetrator may have an incentive to delete the video of their own accord.  Or better yet, they may realize that they have just created the evidence for their victim to take legal action against them.

If the courts then create a fast track system for such cases, I think it would have a deterrent effect.  After all, the Mafia in the US, at least, has mainly been brought down on tax evasion and RICO type laws rather than on murder convictions.

Just some thoughts for a Friday afternoon.  I hope they help.

I would liken it more to telling a student to stop being offensive to
other students.  It's not evidence unless it's required, in which I case
I would guess it would be kept.  But with no purpose to retain, it is
removed before it can be uploaded and circulated to the wider internet.
