The reason is either because the whole sensitive data/Schedule 3 area is a
total dog's breakfast, ill-thought-out from the beginning and almost
impossible to operate or because at the time the legislation was passed
anti-discrimination law covered fewer areas and the Home Office has been too
busy since then to update SI2000 no. 417 to reflect the current situation.
