I'd say reasonable expectations would cover this, although it would be
sensible to give students a privacy notice / fair processing notice when
they register for their library card, including this use of their
kcl.ac.uk email address. Had we had email when I was at KCL, I would
have expected this.

Subject: [data-protection] Library fines
Hello all
My first posting! I'm Sarah working in Legal Compliance at King's
College London and am hoping someone can help with my query...we have
been asked if Libraries are able to email students using their kcl.ac.uk
accounts regarding fines for overdue books etc...Libraries have not
asked students for permission to email them in this way, however
presumably students would reasonably expect us to contact them if they
have an outstanding fine......has anyone come across this before?
Any advice much appreciated.
Sarah
