Dear Colleagues
Imagine our surprise when a recent Data Request, involving nationality, ethnicity and disability dimensions, was processed with no supergrouping to avoid low numbers in certain cells.
I would urge all HESA Staff Correspondents to check their downloaded files for low numbers (<5) - this request will be provided to the client on 3rd February 2011.
HESA inform me that they are obliged to provide this data at the most granular level and that their client(s) are contractually obliged not to publish this in such a way that individuals could be recognised.
These are very sensitive data dimensions and with lower submission rates than for anything else, the risk of singularities or low numbers will be higher for some Institutions than for others.
Are other list members aware that HESA have been "contractually obliged" to provide data in this way to their customers? And how do we, as data processors, know that it is being handled correctly by their client(s)?
