I think I am correct in saying, because I have heard it mentioned sometime
rather than by authoritative reference, that for outtakes programmes,
permission is sought from the featured artists for use of such
non-broadcast material. Presumably it could be explicit or contractual,
and perhaps has a non-domestic re-use element too -- since we see clips
from foreign TV, clearly from similar shows, it seems likely similar
arrangements hold elsewhere.
I wonder if there is an expectation that genuine material that was
recorded and then has been edited out of the final production is also "for
broadcast" material, but material that was errorneous in some way, is
"not-for-broadcast" material, just part of the production process.
Perhaps, c.f. notes hand-written written in the margin of a document, or
draft copies of a document. They exist, are part of the process of
producing the document, but they aren't part of the final published
document (broadcast show), and aren't expected to be made available except
under special request.
Anyone close to a star who has been featured on a bloopers show, or any
agents?
