Hi there,

A request has been posted on the NADP list to ask if anyone has seen a copy of the letter which has gone to students. We are about to email the NHS funded students who we provide support to, as none of them have mentioned anything to us I'm not sure they know.

Marie

Dear all,

where, I wonder, is student choice in this?

I wonder what would happen if the student wrote and said "As a result of my impairments I cannot handle this amount of money and the additional administration required without this detracting from my study-time and this is therefore likely to have a negative impact on my degree?" Can the NUS get involved in this dispute?

Hi there,

I have made a number of suggestions to the NHS who have said no to them all - they will only pay the student direct and on receipt of an invoice from us. An in-house supplier has also asked whether would be still possible to invoice the NHS direct providing a consent form was signed by the student - the answer was no to that too.

And subject the process to FEC ??? Would there be anything left?

(full economic costing to those not in the know)

Just a thought, but this is a bit like direct payments and in that sense potentially a good thing. Could universities act as the student's agent and handle the money on the student's behalf?

I know that both the National Association of Disability Practitioners (NADP) and the Association of Dyslexia Specialists in HE (ADSHE) have written to the Department of Health and/or NHS Bursaries asking that the changes be suspended pending a full review. A co-ordinated suppliers response would be helpful as well given that many are clearly nervous about continuing to provide support for NHS funded students.

That is interesting. We didn't get the letter from NHS either. We found out because we had another query for NHS Bursaries and happened to phone them up.

Even if NHS had informed all concerned parties appropriately, I cannot see this system being workable. Should a letter or petition be put together in the interests of disabled students who needn't have to run an accounts department whilst studying?

I think the text of the letter sent to suppliers reads something like

"From 01 December 2010, the NHS Business Services Authority will no
longer pay invoices to DSA equipment/services providers on behalf of
students. We will make funds available directly to students to cover
these payments and therefore from next month, suppliers of goods and
services will need to invoice students directly. This change brings
payment of the allowance in line with the way that we pay all other
bursaries and allowances..."

Note that one London-based taxi company who are able invoice the funding
body directly rather than charge students has already said they'll no
longer provide quotes for NHS-funded students because of this.
