I don't think that's strictly correct. Herts' errors were as a result of manually dialling numbers which were preprogrammed, but the ICO criticises in general terms the procedures (particularly the failure to have a ring-ahead and ring-back/receipt policy). He *doesn't*, unless I've missed it, specifically censure them for not using the preprogrammed numbers - it was just on the specific facts of this case that the failure to sue the preprogrammed numbers led to the breach.
