It's claimed that the machines can be supplied with or without storage,
and are normally operated with any storage set to "only until the next
passenger is scanned". But there appears to be an unfortunate reluctance
to nail down these quite simple parameters, and also explain how and why
any of the leakage happened (on a case by case basis). Hopefully the
situation will become clearer (rather than muddier) over time.
