As a central govt. employee this doesn't impact on me, and I am genuinely sympathetic to LA colleagues upon whom this is placing a burden (we have our own crosses to bear!). However, in my local borough the attendants sometimes dish out tickets like flyers to a newly opened restaurant, the calculation being that many people will not have the knowledge and/or inclination to pursue the issue. That -combined with the fairly high number of successful appeals- might suggest that it would be worth council's whiles to ensure that tickets are correctly issued by their contractors in the first place, and thereby gain a reputation for accuracy that discourages challenge?

The only problem with disproportionate effort is that it only applies to supplying a copy of the information, you still have to do the leg work to collate the info etc.
The ICO only frowns on the use of DE as people try to use it as a mechanism not to respond at all when it doesn't allow you to do that.

Philip: The extra burden is printing out thousands of pages of info from different systems (which we simply cannot afford to replace. I wish we could!), getting info from our contractors etc etc. It costs in staff time as well as the costs of printing and postage. All for £10.
David, Vinci parking run our parking enforcement for us. I would not want to proactively encourage requesters to come in and inspect if an exemption applies, as much of the info is on their systems as well as ours and the redaction of thirsd party info involved becomes a nightmare.
I would love to test the disproportionate effort exemption more often in DP tbh but the ICO seem to frown upon it very much. Have other people actually started to use this exemption in line with the FOI limits? Anyone had any appeals against it if they've used it?
He's asking for stuff that he actually doesn't get under the appeals process too, that could be argued prejudices our case. Which is why I really want to explore the exemptions route.
