The registration tells you who the keeper is, and that may lead to a
disclosure of who the driver was, and because it's a "parking ticket"
that places that person at a particular place, at a date and time.
Don't some people object to being placed some*where* (at an undisclosed
date and time) by the Google Streetcar's photos?
