I have no doubt that your Chief Exec. has got a valid reason for viewing
the files and the purpose for him doing so is compatible with the purpose
for which they were created and retained.

[data-protection] Information available to the chief executive
Our Chief Executive wants to see some case files held in HR to have a
confidence that the council are taking consistent disciplinary action
regarding breaches of our ICT Policies
Our HR Department are refusing to release this info due to DP. My view is
that the Chief Exec is entitled to have visibility of all council records
and files. Does anybody else have a different view on this?
