He might also be innocent, but just wants a bit of privacy. Or he might
have forgotten the key but be too embarrassed to say so. Or he might be
protecting information to do with legal but risky political activities
relating to an overseas country. There are all kinds of possibilities.
It's a poor show when we just make the assumption that he's guilty of
something worse than not disclosing his encryption key.

Indeed (although technically of course the notice is one to require
production of the key, and the offence is failure to comply with that
notice)
But is he potentially doomed to a life of recurrent prison sentences for
failing to reveal the contents of his memory (or, on an alternative view),
for refusing to incriminate himself?

There is nothing in a failure to comply notice (or indeed in any
imprisonment) to force the guy to disclose. Sure he'll get a notice but if
he's resolved to not disclosing then no amount of jail time will change his
mind.

Serious question - this appears to be a s53 RIPA offence (i.e. failure to
comply with a notice to supply encryption key).
As far as I can see there is nothing to stop plod issuing a further notice
after this man's sentence has been served (with the prospect a further
sentence for non-compliance)? (assuming they haven't blasted their way
through the encryption before then)

My thoughts are that 16 weeks is probably preferably to what he would have
got had they have found anything! He's obviously planned it quite well.
Be nice if they devoted some hardware to it for a few years and eventually
