The article states at the bottom that the RSPCA are looking to prosecute for causing unnecessary harm to an animal, which has a maximum sentence of 6 months in prison and a £20,000 fine. So while the act of dumping the dog may not be criminal in and of itself (although it could be part of it), does this not count as the apprehension or prosecution of offenders, and therefore justified under section 29 of the DPA?
