I don't think this is outwith the CCTV cameras purpose as the individual appeared to breaking the law and I presume (a dangerous thing) that the camera was there for such purposes, or else why have it? Plus if we are going to have CCTV then they may as well be used for something as they seem incapable of identifying many people due to the amazingly poor quality, the likes of which hasn't been seen since the dawn of TV!
