There's a few other things to beware of here.
Firstly, even the act of altering a parent to the "history" of a
potential offender doesn't mean they are prevented from abusing the
child in question. It just makes it a bit harder for them.
Secondly, the disclosures have been made, to date, by a small and
selected group of (one presumes) highly motivated police forces. The
more it's rolled out, its inevitable that the programme will lose focus
and mistakes can be made. For example, as I understand it, the
individual police are the ones who decide whether or not to disclose the
information to parents, and it's not obvious that the criteria they use
will scale well across all the police forces in the country. Not without
a great deal of specialist training, anyway.
I'm also fairly sure that those criteria are in fact the same ones which
were retreated from in the recent infamous "extra vetting of carol
concert volunteers". Which means you can't just be a nosey neighbour
regarding that suspicious looking chap three doors down, the person
enquired about has to have regular access.
Finally, we should never forget that while it's Ian Huntley's activities
which have triggered much of this, it's his girlfriend whose background
would have been looked into, because she was the person with access to
the girls. So unless you also disclose details about people's partners,
you won't be on a path to [attempting to] make sure that that particular
sequence of events "never happens again".
