Fair point.
Could the mob/vigilantes have reasonably been anticipated, however? (The posting couple here did not anticipate it, lets assume, and they say they don't want mob justice!) Why is binning cats more likely to lead to vigilante action than, say, a poster such as police put up saying "Suspect! Have you seen this person who robbed XXX on [Date]"?
BTW: I'm allergic to cats!
