More specific is s27 Children Act 1989.
(1) Where it appears to a local authority that any authority or other
person mentioned in subsection (3) could, by taking any specified
action, help in the exercise of any of their functions under this Part,
they may request the help of that other authority or person, specifying
the action in question.
(2) An authority whose help is so requested shall comply with the
request if it is compatible with their own statutory or other duties and
obligations and does not unduly prejudice the discharge of any of their
functions.

You could rely on Sch.2 Section 5(b) for the exercise of any functions
conferred on any person by or under any enactment by virtue of the Local
Government Act 2000 which states that:
Section 2(1) empowers local authorities to do anything which they
consider is likely to achieve any one or more of the following objects:
(a) The promotion or improvement of the economic well-being of their
area,
(b) The promotion or improvement of the social well-being of their area,
and
(c) The promotion or improvement of the environmental well-being of
their area.
Section 2(2) The power under subsection (1) may be exercised in relation
to or for the benefit of:
(a) The whole or any part of a local authority's area, or
(b) All or any persons resident or present in a local authority's area.

Hi,
I hope someone can help me.
Data is collected on all newborn babies and provided by midwives and
hospitals to the Child Health systems in each local authority area. This
data belongs to the PCT, although it is provided by the Healthcare
Trust.
We have a multi-agency Children and Young People's Service, and the
Healthcare Trust staff who input data and manage the Child Health
System,
are managed by a Council Manager, in a Council building.
We want to use some of the data on newborn babies to give to our
Children's Centres so that they might target them to visit and invite
them
to use the Centres.
The information they wish to share is personal, but NOT sensitive, so it
is necessary to provide a reason from Schedule 2. The Children's Centres
would like to visit/contact every family to offer services, and are
therefore reluctant to use Consent as the relevant condition (although I
would recommend this). Can we use Condition 6, or does part 2 apply
equally - e.g. this is just for the Secretary of State? I'm also not
sure
if we could apply Condition 4 - protection of the vital interests,
although this may be possible as Children's Centres can provide services
which will improve the child's quality of life (and provide a
safeguarding
function under Integrated Working).
I'd be interested to hear other people's thoughts on this.
