There are a number of forms for customers to submit enquiries on Looking Local. Leicester City Council has a statement included on these which advises people that their data may be shared with other agencies if it relates to anti social behaviour issues, as this covers us for an ISA we have in place with the Police etc on the back of the Fiona Pilkington case up here.

Having looked at how this has been implemented elsewhere e.g. InTouch Kirklees (and many other Councils, I see not a privacy notice in sight although in some areas it is transactional and collects personal data.
I know it is supposed to be aimed, in part, at bringing in the 'digitally excluded', and that in many cases the use to which the data may be put is obvious, but this 'ignore it' approach does not seem to sit well with the ICO guidance and almost certainly in places must technically breach the DP principles e.g. it is not clear who the data controller is.
Has anyone out there been involved in a similar implementation ? Am I being over-zealous given that so many seem to have implemented this without a qualm (or perhaps they have not yet told their DP officer and hopes he / she never notices)?
