Why not let the midwives/hospitals give a list of, and information re
services of Children's Centres to the mother when the child is born. She
can then contact them if required.

Hi,
I hope someone can help me.
Data is collected on all newborn babies and provided by midwives and
hospitals to the Child Health systems in each local authority area. This
data belongs to the PCT, although it is provided by the Healthcare
Trust. We have a multi-agency Children and Young People's Service, and
the Healthcare Trust staff who input data and manage the Child Health
System, are managed by a Council Manager, in a Council building.
We want to use some of the data on newborn babies to give to our
Children's Centres so that they might target them to visit and invite
them to use the Centres.
The information they wish to share is personal, but NOT sensitive, so it
is necessary to provide a reason from Schedule 2. The Children's Centres
would like to visit/contact every family to offer services, and are
therefore reluctant to use Consent as the relevant condition (although I
would recommend this). Can we use Condition 6, or does part 2 apply
equally - e.g. this is just for the Secretary of State? I'm also not
sure if we could apply Condition 4 - protection of the vital interests,
although this may be possible as Children's Centres can provide services
which will improve the child's quality of life (and provide a
safeguarding function under Integrated Working).
I'd be interested to hear other people's thoughts on this.
