An FoI request was received asking for a post only organisation chart in delivery services of x authority.
Following month a request was received relating to the post of lead reindeer, a junior post in delivery services for x authority. It asked when that post was last filled and, if held, the job advert details including job spec. Information supplied.
Next month a request was received for the pay scales relating to grade X (not mentioned but it is the grade of the lead reindeer).
Based on the common assumption that salaries are increased annually in increments - hey presto one lead reindeer salary in the public domain - subject to the starting salary being at the bottom (as is often the case for junior grades)
Happy to stand corrected.

In my view pay scales clearly can be personal data in our hands because they can be related to the individuals using other data. However the real issue is not whether it is PD, but whether (if it is) disclosure breached the PD principles. We have clear working assumptions, largely based on seniority, following the ICO guidelines. In practice these work out as follows:
An FOI request is received for details of the salary of Rudolph Valentino, a Chief Officer and Elvis Presley, an OM1 in Social services.
This would be supplied by reference to £5000 salary bands. e.g. RV has a salary in the range £75,000 to £79,999, EP has a salary in the range £60,000 to £64,999. We would not supply the precise salaries as the public interest is satisfied by the more limited information.
An FOI request is received for details of the grade and salary of Greta Garbo, a Scale 6 in Housing and her PO1 manager Betty Davis. We would confirm that Greta was employed in Housing but refuse details of her grade and salary*. We would confirm that Betty's post carried a salary range PO1-2 and the endpoint salaries for that range on current conditions, but not where on the range Betty was placed.
* Note: the Council's actual salary scales all the way from Scale 1 to OM1 we will supply.
