To about 9 million, iirc.

What he failed to explain, on TV this morning, is why the rumour ever
circulated that parents would need to be checked when interacting with
children at all (eg the "carol service crocodile issue"), let alone as
an occasional volunteer inside school; or when doing private
car-pooling, childminding etc.
These stories (often liked to OFSTED) have been circulating long enough
now that you'd think someone would have put out an official rebuffal,
ahead of this review. Remembering that the review is tinkering with some
of the time limits, and the Minister said that parents with private
arrangements or volunteering sufficiently infrequently were *never*
supposed to have been part of the scheme.
