I have passed the 'property request' to our FOI Officer
Since posting my original question, the history is that there will be
personal data and third party data.
I have asked them for more info to identify and trace the data they require
and asked them to submit SARs for their data - usual rules applying for the
third party stuff.

1. Most of "all information about a property" is probably EIR
2. Faced with such a request as a Council I would certainly invoke Reg 12(4)
