I certainly don't want councils to wait passively, and I agree that action
has to be proportionate to the risk. As with many issues I think it comes
down to transparency. If I agree to this / send off this form / sign up or
whatever, what will be the consequences? It does take a bit more time on
the part of the Data Controller to explain, or an extra sentence on the web
site or in the letter, but surely the pay-off is not just in avoiding the
highly unlikely catastrophe; it also makes a contribution to building the
necessary trust between the individual and the institution.
