Always assuming that the council offers all of the services discussed.
Many authorities have now hived off their housing stock to separate
companies (often council owned), a separate legal entity so there will
be data sharing implications to consider.
Picky I know but a fact of life nevertheless

Subject: Re: [data-protection] Sharing change of address
If the customer is telling "the Council" (as Data Controller) about
their change of address, then there is no need to ask permission since
the purpose is clear. If they are trying to tell just housing, or
whatever, then clearly there is a need to point out that the information
will be used elsewhere in the Council for the same purpose (but I don't
think explicit consent is particularly required).
Personally, I don't think "sharing" is the right term, since that
normally refers to different Data Controllers, which I assume is not the
case here.

Subject: [data-protection] Sharing change of address
Has anyone any comments to make on the following. Customer rings LA call
centre and tells them they have moved (either within the area or out of
the LA's area) we then contact other depts such as housing, libraries,
leisure centres etc so that if they are registered with them they can
update their records.
I suggest asking for permission to share when taking the change of
address details.
