DSA applications are linked to general student finance eligibility process so it is
my guess that the lack of students contacting centres for needs assessments
is related to the processing time at SFE for all students.
Processes change over time and LAs had different practices, but at one stage
some LAs would pull out the DSA applicants from the general pile and process
them as priority.
