I agree with David. After all, if they have opened their offsprings post
(another matter entirely) and the invoice is clearly from you for, say,
£12.90p, then I would say that the invoice confirms the amount owed. If you
then take payment for that amount I believe that it is well enough covered
by schedule conditions to be a non-issue. Especially if you give no personal
information away about the actual student.

We are receiving an increasing number of parents phoning up wanting to pay
their sons/daughters library fines. The library staff are very aware they
are
unable to disclose personal information to a third party wthout the
authorisation of the subject.
However, when the parent has opened a letter addressed to the student and
has a copy of the invoice in front of them with the exact amount owing can
we accept payment? The process involved would not disclose any personal
data however playing devils advocate, by accepting payment we are
effectively confirming the amount owed.
I would be grateful for advice on how other institutions deal with this
situation.
