I'd agree with you Michael. The report from a professional who is trained to
assess whether there is any specific learning difficulty says that there isn't
any. And you do say 'specific learning difficulty' not dyslexia. So presumably
the report writer has assessed evidence of a range of specific learning
difficulties and concluded there is none.
Presumably you don't give other students extra time so there is no legal
requirement to give it in this case.
What is being suggested by the report is that there was a mis-diagnosis at an
earlier age if you believe that dyslexia doesn't go away.
