The line from DCSF on this has been clear - Local Authorities are the Data
Controller for ContactPoint in their localities, although National Partners are
still data controllers for their own data feeds - they have to issue their own
Fair Processing information.
In practical terms, it will be a bit of a mess, although contractually most
service providers will be obliged to inform or seek consent of their local
authority prior to responding to an SAR anyway.
