It is a mistake to think that the Serious Crime Act is limited to fraud. The
SoS can use data matching techniques to Debt recover by adding to the
purpose relevant to data matching as well as other kinds of crime.
My own view, for what it is worth, is that provisions about debt recovery
have NO PLACE in something called a Serious Crime Act. Yes there is a
problem of debt recovery - but to use powers and procedures related to
serious crime could lead to later problems.
Section 32H "The purposes which may be added (by the SoS in relation to data
matching by auditors etc) are-
(a) to assist in the prevention and detection of crime (other than fraud),
(b) to assist in the apprehension and prosecution of offenders,
(c) to assist in the recovery of debt owing to public bodies".

The Serious Crimes Act 2007 allows our personal, financial and medical
records to be shared with the private sector in an effort to fight
fraud.
