In the past when I was working as a needs assessor I recommended a
support worker for a student studying overseas; the host institution
found someone suitable and I liaised with the student's local authority
to ensure they could be paid through the DSA. They would have had the
unenviable job of converting Danish Krona to Sterling in this particular
case, but so long as the LA were sent signed timesheets the work was
paid for.
In your case I'd suggest that the French and Belgian support workers
deal directly with the student's funding authority, possibly via your
office and the student if there are any translation issues.
