Several parts of RIPA (although not the ones of use in dog fouling
incidents) talk about "Serious" crimes - which are those with a
predicted 3 year first offence penalty.
I suspect the Home Office is fed up with illiterate articles in the
press that call RIPA "anti-terrorist" legislation (it isn't) and talk as
if the LEAs are tapping people's phones for minor offences.
