speaking personally as a disability officer with the interests of dyslexic students / students with dyslexia at heart, could I urge that you recommend as many hours as you feel appropriate to their needs from your experience, then you have honestly fulfilled your role as an assessor of need.
if the LA officer or the SLC decide to request extra justification from the tutor before funding more than 10 hours that is their decision, or if they decide to refuse to fund all the hours you feel are appropriate in your professional judgement, that is on their conscience, not yours. If you do not recommend the hours, it is more difficult to request additional hours later on.
I am not fighting the 10 hour rule by saying this - I am asking that you [and other assessors] make a needs assessment!
This is my personal view [and a plea on behalf of students] and not necessarily that of any organisation I am associated with.

Subject: Needs Assessments and the 10 hour rule

I'm running into some difficulty with one of the HEIs whose students I
do Needs Assessments for. The disability service there is particularly
supportive and proactive. As a result, they often provide 1-1 dyslexia
support on faith - before the student has gone through the DSA process.
Consequently, I am assessing students who have already received well
over 10 hours of support in the current academic year.
I suppose I could recommend 10 hours - plus whatever has been provided
already. That could be quite messy though, as I could not reliably
quantify what has been provided, as I do not know how long it will be
before the awards officer agrees things (or not, as the case may be).
Hope that makes sense!
I'm coming under some pressure from the HEI and urgently need to resolve
this.
Any thoughts and advice would be much appreciated.
