then are you saying you can only recommend the 10 hours and your hands are tied? I don't want to put your job[s] at risk.
If you are limited to recommending 10 hours, we need an urgent clarification of how this rule is to be operated, especially where students may be receiving support in expectation of a DSA?

As an ex-disability coordinator, dyslexia assessor and support tutor, I
agree entirely with your sentiments. Unfortunately, if I adopt the
approach you recommend, I risk losing my needs assessor role.
