How about Section 409 (and subsequently 497) of the Education Act 1996?
This seems to require the LA "to make arrangements for the consideration and
disposal of any complaint. . . " After that SoS under 497. Then I guess an
application to a court for an appropriate order (whatever that is called
these days!)
