One of the things that seems to have changed is that it's become
regarded as acceptable to carry around the data for thousands of people,
when all you actually need is the data on tens of them.
PFI/outsourcing contracts that have apparently been drawn up such that
extracting a subset of the data "costs extra" are part of the problem
here.
