Whilst I understand that the panel controls its own procedures, my use
of the word "realistically" was to cover the fact that the tribunal are
unlikely to consider searching anyone to see if they have a (concealed)
recording or transmitting device, for example a digital dictaphone or
mobile phone. Neither example is costly or particularly extreme.
I also think you have oversimplified the issue of the disability. The
problem may be the individual's inability to take their own notes during
the meeting which would not be addressed by the minute of the meeting.
In my experience, an appeal committee may not have a minute containing
any detail beyond the decision.

But to return to two points.
1. I do not agree with Donald's "realistically, you can't stop an
individual making the recording". The tribunal controls its own
procedures and can just say no.
2. On the DDA issue, as I have discussed with Matt, allowing the
recording would go beyond reasonable provision for the disability. It
would put student in a better position than a non-disabled person who
would not expect to have a verbatim transcript.
