No age issue to consider in England and Wales. I would go on the risk
issue. If they are judged to be one and assessed as such, they should be
included.
No need to consider consent arises, but you should consider notifying
them (or parents/guardians).
Who you decide to contact will depend on an assessment as to the
individual's capacity to consent and risks that may arise from informing
them.
Also, if it is then judged that contacting them would cause further risk
of harm etc. that should be documented.
That would be my broad take on the matter.
