I share your frustration. I am increasingly getting calls at home from
a well known market research company. It appears that because they are
not actually trying to sell to me there is nothing I can do despite
being registered with TPS! Anybody got any ideas on stopping these
calls?

This is why the law-makers provided a civil remedy in the hands of the
consumer.
i.e. they recognised that a regulator would be swamped, and allowed you
to claim nominal damaes (£50 per Douglas v Hello) directly.
