In my opinion, it depends if the mailing list is relevant to the job.
For example, (again, just my opinion) it should be compulsory for disability
advisers and related staff not only to join dis-forum (and any other
relevant lists), but also to be allowed to set aside time in the working
week to monitor and freely contribute to these discussions. This will help
ensure they meet requirements set out in their job description to keep
informed about current issues, discussions and developments related to
improving access to higher education for disabled people.
Any nervous line managers should ensure staff contributing to discussion
lists have a standard disclaimer (that their legal department have probably
already vetted and approved) embedded in their email footer. Line managers
shouldn't be allowed to vet messages unless, maybe, the list member has
previously broken institution or jiscmail regulations. If list members are
having messages vetted by line managers for no good reason, maybe they
should apply to join the list outside of work using a private email address?
