Hello Kath,
His DSA should go with him, and he can also have access to European funding (Erasmus / Socrates - can't remember which). We had a similar situation with a blind student doing a year at a French university - there was money available to cover what her DSA & DLA didn't do - and she also got some of her travel costs just by nature of being a European student studying abroad. We had to estimate her likely costs based on her previous year's study.
In the end she hardly needed the extra.

Subject: Funding in The Netherlands
Dear all
One of our students is intending to go to the Utrecht University to do a Masters in Criminal Justice and International Human Rights. He has a visual impairment. Does anybody know of any funding that may be available for this course -either for fees, living costs or disability-related funding?
